King Belthashazzar and his generals, Cyrus claimed the empire of Babylon for the government of the Medo-Persians. Sometime later King Cyrus announced that all Jews brought to Babylon as exiles could return to Judea, their homeland. Although Cyrus did not know the God of heaven; God knew Cyrus and had called him by name. God had said to Isaiah, " So says the LORD, your Redeemer, and He who formed you from the womb, I am the LORD who makes all things; who stretches out the heavens alone; who spreads out the earth; who was with Me? (Isaiah 44:24 MKJV) Who says of Cyrus, He is My shepherd, and shall do all My pleasure; even saying to Jerusalem, You shall be built; and to the temple, Your foundation shall be laid. So says the LORD to His anointed, to Cyrus, whose right hand I have made strong in order to humble nations before him. And I will loosen the loins of kings, to open before him the two-leaved gates; and the gates shall not be shut. (Isaiah 44:28-46:1 MKJV)
